The
first edition of ICAO annex 17 aviation security was adopted on 22
March 1974, effective on 22 August 1974, and applicable on 27 February
1975. This aviation security annex has been adopted in six languages (
English, Arabic, Chinese, French, Russian, and Spanish).
Each
ICAO contracted State can select one of those languages for
implementation of this annex in the national scope, or even translate
this annex into its national language. If ICAO annex 17 is translated to
another language the State should notify ICAO.
ICAO Annex 17 Component Parts
1- Standards and Recommended Practices
ICAO Annex 17 standards and recommended practices adopted by the Council under the provisions of the Convention. They are
defined as follows:
A- Standard:
Any specification for physical characteristics, configuration, matériel, performance, personnel or the procedure, the uniform application of which is recognized as necessary for the safety or regularity of international air navigation and to which the Contracting States will conform by the Convention; in the event of impossibility of compliance, notification to the Council is compulsory under Article 38 of the Convention.
B- Recommended Practice:
Any specification for physical characteristics, configuration, matériel, performance,
personnel
or procedure, the uniform application of which is recognized as
desirable in the interests of safety, regularity or efficiency of
international air navigation, and to which the Contracting States will
endeavor to conform by the Convention.
2- Appendices
Appendices
comprising material grouped separately for convenience but forming part
of the Standards and Recommended Practices adopted by the Council.
3- Definitions
Definitions
of terms used in the Standards and Recommended Practices are not
self-explanatory in that they do not have accepted dictionary meanings. A
definition does not have an independent status but is an essential part
of each Standard and Recommended Practice in which the term is used
since a change in the meaning of the term would affect the
specification.

Annex 17 |FOREWORD
It
is comprised of historical and explanatory material based on the action
of the Council and includes an explanation of the obligations of States
about the application of the Standards and Recommended Practices
ensuing from the Convention and the Resolution of Adoption.
Annex 17 | CHAPTER 1: Definitions
Annex 17 | CHAPTER 2: General principles
This chapter outlines the aviation security standards which describe the States obligations regarding setting the primary objective of the safety of passengers, crew, ground personnel, and the general public in all matters related to safeguarding against acts of unlawful interference with civil aviation.
Also, establish an organization and develop and implement regulations, practices, and procedures to safeguard civil aviation against acts of unlawful interference taking into account the safety, regularity, and efficiency of flights, etc.
Furthermore,
it describes the applicability of this ICAO annex and the ICAO
recommendations regarding the security and facilitation. This chapter
also outlines the ICAO standards regarding international cooperation and
ICAO recommendation regarding Innovation, research, and development.
Annex 17 |CHAPTER 3:Organization
In chapter 3 section one, ICAO Annex 17 outlines the standard and recommendations regarding the national security organization and the appropriate authority of States.
ICAO requires States to establish and implement a written national civil aviation security program to safeguard civil aviation operations against acts of unlawful interference, through regulations, practices, and procedures which take into account the safety, regularity, and efficiency of flights.
Furthermore,
ICAO requires States to designate and specify to ICAO an appropriate
authority within its administration to be responsible for the
development, implementation, and maintenance of the national civil
aviation security program.
In
this standard, I would like to share my opinion regarding designating
and specifying to ICAO an appropriate authority. This means that the
State shall specify one management under the scope of civil aviation
authority to be legally responsible for the implementation of all of
SARPs in this annex.
For
States with limited air transport operations, aviation security
management should be under the organizational structure of the CAA
Safety Sector. Separating AVSEC management means no common goal will be
achieved and conflict will occur regarding any leadership style.
This
chapter, outline the standards related to airport operations. ICAO
required States to include the obligations of each airport State to
establish, implement and maintain a written airport security program
appropriate to meet the requirements of the national civil aviation
security program.
Also,
the obligations of each State are to ensure that its commercial air
transport operators have established, implemented, and maintained a
written aircraft operator security program that meets the requirements
of the national civil aviation security program of the State of the
Operator.
At the end of this chapter, ICAO annex 17 outline the
SARPs regarding training, qualifications, security culture,e and
aviation security quality control program. Also, the security provisions

Annex 17 |CHAPTER 4: Preventive Security Measures
In this chapter, ICAO outline details the SARPs regarding the following:
- The Objective of the preventive security measures
- Measures relating to access control
- Measures relating to aircraft
- Measures relating to passengers and their cabin baggage
- Measures relating to hold baggage
- Measures relating to cargo, mail, and other goods
- Measures relating to special categories of passengers
- Measures relating to the landside
- Measures relating to cyber threats
This
chapter is usually reflected in the national aviation security program
for each State, and airport security program, and most of these elements
must be included in the Operator's security program manual.
Some
States required some operators to use their airports to add additional
specific security measures to the operator's security program.

safety managers must understand the States security obligation to help
the appropriate authority achieve the aviation security objective which
